Since 2015, the European Central Bank has provided banks with 2.6 trillion EUR in Asset purchase programs. The eurozone has about 330 million inhabitants. It's 7,600 EUR per capita.

It must meet the following criteria:
- equitable distribution of funds for the population of all cities and municipalities
- the funds drawn in each municipality will also remain there indefinitely
- it must contain significant anti-corruption elements
This will not be helicopters money that pose a risk of hyperinflation for the ECB. In our proposal inflation does not impend.
